Building Cornwall

Cornwall has always built things well. From the engine houses that powered the Industrial Revolution to the new communities taking shape today, that instinct runs deep.


Now the ambition is bigger than ever. With the second highest housing target of any local authority in England – 4,421 homes per year, 88,420 over a 20-year Local Plan period – the opportunity for investors, developers and government partners is significant, active and ready.

More homes. Better communities

Cornwall’s housing ambition and its economic ambition are the same. The Good Growth Plan is explicit about it: without more homes, the sectors growing fastest here – renewable energy, critical minerals, marine, space – can’t hire and retain the people they need. Getting the right homes built, in the right places, is what makes everything else possible.

A pipeline ready for investment

Cornwall Council is already in the game, bringing land, expertise and its own investment to the table. But the scale of what’s needed means private developers, Registered Providers and institutional investors are essential. Cornwall already has 26,000 homes with planning permission, a proactive planning service to reduce risk and a dedicated partnership with Homes England to unlock what’s stalled and accelerate what’s ready.

The sites are here. The support is in place. What’s needed now is the investment to make them move.

Built differently from the start

Every major development in Cornwall carries a commitment to quality and sustainability. Langarth Garden Village is being built to net zero carbon standards with a district heat network powering the community. West Carclaze homes are carbon positive in operation. And Nansledan targets 20% Biodiversity Net Gain throughout. These aren’t add-ons; they’re the baseline. New communities here are built to work for the people who live in them, long after the last brick is laid.
